RIGHT TO INFORMATION ACT 2005 (ACT NO 22 OF 2005)
Chapter-1
Introduction:
The Right to Information Bill 2005 was passed by the Houses of Parliament received the assent of the President of India on 25/6/2005 and it was published as RIGHT TO INFORMATION ACT 2005 in the Gazettee of India vide No 125 on 25/06/2005 and it has come into force w.e.f 25.06.2005.
As per the Act, each public authority has to fulfill certain obligation before expiry of 100/120 days from the commencement of Act i.e. 23.09.2005, 12.10.2005. Section 4 (1) (a) of the Act Casts an obligation on each public authority to maintain records. This Section reads as follows:
"Maximum all its records duly catalogued and indexed in manner and the form which facilities the right to information under this Act and ensure that all records that are appropriate to be computerized are within a reasonable time and subject to availability of resources computerized and connected through network all over the Country on different systems so that access to such records is facilitated".
Section 4 (1) (b) of the Act Castes an obligation on each Public authority to publish within expiry of 120 days from the commencement of the Act. Manual on the (17) items contained in Chapter 2 to 17 herein for each access and understanding by Citizens. Civil Society Organizations, Public Representatives, Officers and Employees of Public Authorities including Public Information Officers and Assistant Public Information Officers and Appellate Officers etc.

Chapter-3
Power and Duties of Officers and Employees, under Section 4 (1) (b) (ii)
V.C. & MANAGING DIRECTOR:
V.C. & Managing Director is the Chief Executive/Functionary of the Corporation. He/She is responsible for the careful observance of the Business Rules and Government instructions in the transaction of business in the Corporation. He/She exercises general supervision and control over the staff under him in the State and is responsible to see that the members of the staff under him discharge the work allotted to them efficiently and expeditiously. V.C. & Managing Director, TSMFC is the appellate authority as per RTI Act in TSMFC.
Administrative Officer
The administrative officer's main responsibility is to manage administrative systems of the State office i.e., O/o. The V.C. & Managing Director. The persons is responsible for assisting the V.C. & Managing Director in the execution of various activities; arranging the meetings; attending meetings and taking minutes; maintaining filing systems; maintaining materials such as reports, memos, records, registers, stocks of the office; maintaining staff registers; and identifying training needs and skill gaps of the staff and organizing activities to fill the gaps. The administrative office also has to perform the tasks allotted to him/her from day to day according to the needs of the office. In TSMFC, the Administrative Officer is designated as Public Information Officer (PIO).
Consultants
Consultants’ main responsibility is to formulate guidelines, strategies and processes for implementation of various schemes of the corporation. They are responsible in identifying the needs and concerns of the community and preparing schemes and coordinate with other departments of the government for addressing the issues of the community. The responsible for achieving targets of the schemes of the corporation. The consultants also have to perform the tasks allotted to them from day to day according to the needs of the office.
Field Assistants (FA) / Data Entry Operators
The main duties of the Office Assistants are to draft and reference the communications properly and deal with the cases relating to their Seat in the Section Efficiently and Expeditiously. The job duties of an office assistant include filing, keeping records, preparing documents, processing mail and answering telephones. Office assistants deal with the proposals/complaints and answer questions about the schemes/tasks allotted to them. They also need to maintain office equipment, such as fax machines, printers and copiers, as well as computers and business software. The office assistance also have to perform the tasks allotted to them from day to day according to the needs of the office.
Chapter-4
Procedure Followed in Decision - Making Process, under Section 4 (1) (b) (iii)
The Procedure being followed by the Corporation is as follows
Any representation on paper received in the Corporation is numbered as entered in inward register. The representation after thorough examination by the Superintendent concerned the file is put up to the Manager / Accounts Officer, V.C. & Managing Director, the representation is sent to the concerned section and then the file is put up to the V.C. & Managing Director. Grant-in-Aid received by the Government is transferred to the District Officers as per the request and requirement. Proper utilization of funds is ensured and Utilization Certificates are collected.

The Rules and Regulations, Manuals and Records held by the Telangana State (Minorities) Finance Corporation, for the use by its Employees while Discharging Functions are as under:
Like any other department of the State Government, the Corporation follows the Departmental Manual of the Government like Finance Codes, Treasury Code, Accounts Code in the maintenance of Cash Book, Records and other financial documents.
Since the Corporation is incorporated under the Companies Act of 1956, it has formed an account manual for the Corporation.
In the implementation of various schemes, the Corporation follows instructions and guidelines issued by the Minority Welfare Department of the Secretariat from time to time.

On receipt of representation from Service Association and other NGOs, the request/suggestions are examined thoroughly. The Managing Director of this Corporation also takes up periodical review with members of the public regarding implementation and improvements in the various schemes of the Corporation.

SUBSIDY FOR BANK LINKED INCOME GENEATED SCHEME:
The Scheme is being implemented for Minorities to Setup viable Self employment Scheme. The financial assistance from the Telangana State Minorities Finance Corporation will be by way of subsidy which is linked to the credit component of Banks. The beneficiaries will be eligible from age group between 21 to 55 years whose Annual Income should be Rs.1,50,000/- in Rural areas and Rs.2,00,000/- in Urban areas. The Aadhaar card and Income Certificate issued by MRO is mandatory. The Beneficiaries can register their applications on https://tsobmms.cgg.gov.in/
ELIGIBILITY:
TRAINING AND EMPLOMENT FOR MINORITIES:
Through reputed training institutes all over the State. Job Oriented Courses such as System Administration, Web Designing, Financial Accounting, Pre Primary Teacher Training, Apparel Construction, MS Office and Internet Kiosk Operations, Data Entry and DTP, Hotel Management, Advanced Beautician Course, Fashion Designing, Finishing Courses for Professional Graduates.
